The food is absolutely great, we love the flair and indeed the red house wine is really good. We never reserved in advance. For 2 people you will always get a table. Sometimes you have to wait a little but take a drink at their bar or leave the place for a beer in the neighbouring pubs and come back. we are in Amsterdam twice a year and everytime we go and have dinner at the Toscanini once. I am especially fond of the #1 ( pork and prawns where the natural juices and large chunks are the best reward) the #55 (iirc) duck dumplings and the broad rice flour noodles were awesome and the fried dumplings were really a taste treat, even after a big desert I could still taste the dumplings after an hour had past. If you are in Amsterdam and you do not try it out, you are really missing something special. I know it's difficult for a restaurant to handle such situations, but for me it's often the reason to go to one of the other places.
