There are a few good Thai food places in Tel Aviv, but most of them are very expensive and formal. What I like about at Har Sinai is that it's very casual but the food is still wonderful.
It's located in the chic Har Sinai area, which is full of bars, and you can always find people just sitting outside with a bottle of wine. The place has a pretty large front yard, and if the weather is good it's really nice to sit there. If it's too hot, you can start with one of their wonderful cocktails in there - always a good appetizer. There are really good ones, based on Thai products like Thai basil, that create a mix of sour and sweet (tip: it's 50% off for the cocktails between 18:00 and 20:00).
After the drink it's best to continue with a starter - I really like the papaya salad. After that there are a few wok and curry dishes - with different degrees of spiciness for you to choose. And don't skip their desserts: the panna cotta with coconut cream is delicious!
I also really like the atmosphere of the place, it's very colorful and vibrant. Great for a casual week-day evening!
