Beta promenade (or Culture Kilometer 2.0 I would say) is a temporary walkway along the seaside in the central part of Tallinn connecting the old fish harbor and Noblessneri harbor. It looks a bit weird with all those fences and construction sites around it at the moment, and it's the best option for taking a seaside walk near the center. The route starts near the Kalarand fish market: just look for a gap in a fence - in this case it's absolutely legal and expected - and then follow the road.
It may look ruined (and it actually is, as it's just a temporary solution) but at the same time it's a chance to observe the center of Tallinn from a completely different angle. Not only does it conveniently connect the main sights in the area - Linnahall, Noblessner district and Seaplane Harbor - but also it's part of the route that goes through the Patarei Sea Fortress-Prison territory. Actually, the prison itself was recently closed for reconstruction but on Beta promenade you can walk along the walls.
Just keep in mind that it's better to use during daytime only as there are no street lights in this area.
