When looking for a nice dining place with a sea view, St. Patrick's in Pirita is definitely one to consider. It's located right by the main city beach and probably offers the best chance to watch the sunset on the Baltics while enjoying a good meal at a reasonable price accompanied by a pint of draft Guinness. Generally, it's not the only St Patrick's in Tallinn (another four are located in Old Town), but this one is definitely my favorite. If you are planning to pay a visit, I would strongly recommend you reserve a table in advance – even though it's pretty spacious and quite far away from city center, the best seats near the windows are usually busy.
Another piece of practical advice – it's worth checking the current status of Pirita beach before going to St. Patrick's. When it's green and it's hot enough for sunbathing personally I try to keep away – the whole area is too crowded. On the other side – the view in any case is worth the effort.

The "Piiskopi Viewing Platform" in Tallinn is one of the many platforms in the Old Town, but I think it's the most beautiful and less touristy than others.

"Kakumäe Peninsula" is to the west of the city and reachable by bus. It has a lot of nature to offer and I go there a lot, especially in the summer...

"OKO Resto" is a bit outside Tallinn, but it's easy to reach. It offers marvellous sea views, accompanied by beautiful sunsets. Great price/quality ratio!
