Tempo cafe (located in Tallinnk Express Hotel near Linnahall) has been one of my favorite lunch destinations for more than ten years. Formerly known as Express Cafe, some time ago the place was completely rebuilt and now is open under a new name.
In general, the items from the main menu are not cheap and are intended mostly for hotel guests (frankly never tried anything from that list), still they have one absolutely unbeatable option: the soup gallery. Whether you're a huge fan of different soups or just want one for lunch you won't find a better place in Tallinn.
Each weekday from 11:30 to 15:00 (12:00 - 15:00 on weekends) Cafe Tempo offers a great selection of 4 different soups (and those change every day!) for just €6 - just eat as much as you can, without restrictions. One of them is usually sweet and cold and comes as a dessert, while 3 others could be considered a main course. One will never leave hungry - not from Cafe Tempo.
A piece of advice for those coming by car - parking's free for 1 hour (just push the green button on parking machine to get the ticket).
And last but not least - Club One card if you're coming with a ferry you should definitely have it) gives 10% discount for all items on the menu.
