I have never sat in this restaurant for more than a glass of wine. It's a bit above my budget so I am not even going to include it in the restaurants category. They have a reasonably priced lunch menu so maybe I would try this one soon.
Even if you don't sit to eat there, though, it's worth visiting just for the view. This is one of the tallest buildings in the city center (Ministry of Transport) and the restaurant is on the 18th floor. I guess that's why they named it "at the eagles". Windows, looking at every direction, spread the whole city of Sofia at your feet.
So one has two options. First, you can just go up and look around (don't tell them I said that - they would probably not be too happy I am recommending the place just for the view). The other option is just to sit for a drink and enjoy the amazing panorama be it during the day or at night.
Now this is quite an upscale place so I assume that the food should also be fine. You can see dishes and prices at their website. It's really fancy - you get welcomed by a concierge at the ground level and then someone is waiting for you upstairs after the long elevator ride. Reminds me a bit of TwentyTwo bar on top of the then tallest building in Malta where I was in 2007.
