When I first moved to Tel Aviv, the old north area (there are no distinct borders, but usually this means north of Basel Street and south of the Yarkon Park) was considered to be a quiet neighborhood. Over the years this has changed, and nowadays it includes some of the hottest spots in Tel Aviv.
Whenever I don't have a specific place or an attraction in mind, the junction of Dizengoff and Yirmiyahu is the place I go to. This place is packed with a lot of options, so I know that I'll always find something fun to do.
At this junction you'll find coffee houses and pubs, together with places that serve all types of food (hummus, pizza, South American, ice cream, etc.), basically everything you might wish to consume. Besides places to go out to, there are lots of stores, mostly designers, but other stuff too.
My favorite places around this junction are: Macho-Macho (a place with South-American food, on Dizengoff 271), Rosa (a Pub right on the corner of the junction), Fu (a Sushi place, on Yirmiyahu 32) and Jeremaya (a coffee house on Dizengoff 306).
BTW, on the space where the ice cream place "Vanillia" and the pizza place "Tony Vespa" stand today, there used to be a bar that hosted musicians. That was the first place where I used to perform. It was also the last one, since I didn't last too long as a musician, but those were good times, I suppose.
