This is my top favorite place in the city. Actually, come to think of it, every time tourists ask the locals for a good place to go for drinks, Radio Bar is the one everyone suggests. What makes it so special is the fact that the first thing you notice there is the mixed interior design of the communism furniture and colorful walls and pictures. There are even some photo galleries of the greatest Albanian movie posters.
You might think it's just another "hipster" bar as many artists and art lovers go there but it is a really friendly place. It was even classified as the most gay friendly bar in Tirana which is kind of a big deal in Albania.
If you feel like smoking, there is an "outdoor" improvised part. To be honest, I'd suggest that anyways, cause it's the part where most people like to hang out.
The drinks are really, really cheap and they often invite good DJs to play. Most music is some remixed jazz, blues or electronic but it's not a place to dance. So if you feel like moving and swaying a little bit, this is not the place to be.
During the day, most visitors are art students. It is a quiet place to read or just hang out. The waiters are nice too, very talkative but in a good way. I think if you get the chance to go there, you'll really enjoy it, maybe even become addicted to the atmosphere.
