The motto of this place sounds pretty much like this:
"Here it is only the outward appearances that bring Socialist Realism to mind - everything else is capitalism rotten to its core."
After the long and dark times of socialism, we are still able to look back with nostalgia and irony at those long times. Many of us think that they had their own charm.
This place is nothing more than a memory of recent times with some humor and some irony, but it's not frightening...
I cannot interpret the entire interior not as a huge symbolism (among others, the iron curtain and barbed wire, the watchwords on the walls, the pictures... and I think that the fact that it's dirty and dusty has its deep meaning too).
They have their own beer and make good pizzas too (like Comrade Master & Margherita or Pizza a la Moscowskoje).
A very good place to drink (and/or eat) with friends and contemplate about the weight of history.
