Actually Flushing Meadows reminds me of tennis, not of a hotel with a rooftop bar. But have you ever tried to play tennis at a rooftop bar? That's impossible. But it's possible to have a drink outside on the rooftop terrace, that looks to me more like a big balcony with a great view over Munich.
If you have problems in finding the door outside on the street, it's kind of hidden, go to the other side of the street. Directly across you see the writing 'FLUSHING MEADOWS' created with light bulbs in the display windows. On the end to the left, there is the door. Go upstairs to the fifth floor or use the elevator, which is kind of arty.
Yeah I know, it's kind of fancy, but mixed up with people from Munich and Hotel guests. That makes it more interesting. Cocktails and long-drinks are really recommended. If it's too crowded, take your drink and go outside to the balcony, which is usually crowded as well, but you'll have the better view.
My conclusion: take a journey to the best hidden rooftop bar in Munich.
